REMINDER New long-term care tax begins Jan. 1, 2022 AGC members should remember that premium assessment on employees’ wages to fund the state’s new long-term care program begins January 1, 2022. Also, note the Nov. 1, 2021, deadline to request an opt-out from the program. In 2019, the Legislature established the Long-Term Services and Supports Trust (LTSST) program, which will provide up to $36,500 in lifetime benefits for eligible beneficiaries to apply to the cost of their long-term care. The LTSST program is funded through a 0.58-percent premium assessment on an employee’s wages, paid by employees. The premium assessment begins January 1, 2022,
and eligible beneficiaries may begin receiving benefits on January 1, 2025. For more information on what is now called the Washington Cares Fund, click here. For an analysis of the tax – and the possibility that it will be increased – read this article from the Washington Research Council. There is an opportunity for anyone who will be paying the tax to opt-out of the state program, but that route is becoming increasingly difficult. To opt-out of the state plan, someone would have to have private long-term care insurance before Nov. 1, 2021. To learn more about the opt-out option and key dates from DSHS, click here. Currently, many private insurance companies have stopped selling projects for individuals to opt-out from the state program, as they have been overwhelmed with requests.

AGC’s BUILD PAC primary-election endorsements AGC’s BUILD PAC Senior Council has endorsed several candidates for the primary election, which is on Tuesday, August 3. They have endorsed candidates running for Bellevue City Council, King County Council, Seattle City Council, Port of Seattle, Port of Bellingham,
Whatcom County Council, Port of Everett and Snohomish County Council. In AGC’s Northern District, we have two members running for office: John Huntley (Mills Electric Co.) and Scott Murphy (Goldfinch Bros.). Just a reminder that the earlier you vote to earlier you get taken off the lists for robo-calls and political mail. You should have received your ballot in the mail over the weekend.

Small but important changes to bid-listing statute taking effect It’s only one small word, but it was having unintended consequences, so the Legislature, backed by AGC, made a fix to the state’s bid-listing statute that takes effect July 25. In 2020, the Legislature, after much negotiating with AGC and Labor, passed a bill intended to add structural-steel installation and rebar-installation work to the bid-listing statute. This was in addition to the long-standing requirements to list M/E/P. But a mistake occurred in the drafting of the bill, and it ended up saying that contractors must list M/E/P “or” structural steel and rebar. Clearly,
the intent was for that to be an “and.” This created confusion among public agencies and their contractors, so recently passed legislation changed the “or” to “and.” The bill also clarified that design-build and general contractor/construction-manager requests for proposals are exempt from the bid-listing statutes. It also required the Capital Projects Advisory Review Board (CPARB) to make another review of bid-listing statutes and make a report to the Legislature by Nov. 1, 2022. AGC survey to measure the scope of industry labor shortage During the past few months, the construction industry has experienced some very significant and sudden changes that have led to dramatic changes in demand for work and the need for new workers. We need to understand exactly how those changes are impacting the industry’s current workforce needs to better be able to advocate for measures to help the industry’s labor needs in both the short- and long-term. That is why AGC of America is asking you to take a few minutes to complete this workforce survey. The more members who take

Business conditions strengthen further at nation's architecture firms Business conditions remained robust at architecture firms across the country in May, as the Architecture Billings Index (ABI) score climbed even higher. The score of 58.5 for the month (any score over 50 indicates billings growth) is one of the highest ever reported, and indicates that even more firms reported an increase in their billings in May than in April. In addition, significant work remains in the pipeline, with
inquiries into new projects remaining very high, and the value of new design contracts rising further to a new all-time high in the 11-year history of that index. Although comments from survey respondents indicate some concern about the impact of inflation on building costs, those fears have not yet impacted the frenetic post-pandemic pace of work at most firms...
