Northern District primary-election recap and next stepsThe August 2 primary election was disappointing to those seeking greater balance in the
state Legislature, including AGC’s BUILD PAC. Many challengers in swing districts did not fare as well as hoped. In 2018, the primary election numbers looked similarly bad for Republican candidates, but with a lot of hard work and additional financial support, several candidates were able to turn things around to win in the general election. House Republicans believe that there are eight seats they can pick up and turn the numbers around in a couple of seats where the incumbent didn’t fare so well in the primary. Here's a link to election results for all Northern District candidates. Several of the state's
flip-and-hold opportunities are in the AGC Northern District. • Legislative District 42: Both House races are considered prime opportunities for possible flips. In the general election, Tawsha Thompson (R) will be challenging incumbent Alicia Rule (D). From the primary results, based on party vote percentages, Thompson has the edge with 51.25% to Rule’s 48.68. The other 42nd House seat, being vacated by Rep. Sharon Shewmake (D), gives Dan Johnson (R) 51.69% an edge over Joe Timmons (D) 48.24%. When you look at Republican versus Democrat votes in the primary for the 42nd Senate race, incumbent Simon Sefzik (R), appointed to replace Sen. Doug Eriksen, leads with 52.9% vs Rep. Sharon Shewmake (D) 47.06%. If this holds for the general, this seat will be a hold. • Legislative District 10: In House seat
position 1, incumbent Greg Gilday (R) has 46.71% and Chris Shavers (D) 53.17%. The last time Gilday ran, he was down in the primary but was able to win in the general and we are hopeful he can do it again. This would be a hold for the Republicans. House Republicans are hopeful that, in the other House seat in the 10th district , Karen Lesetmoe (R) can make up the difference to win in the general. Currently, Karen is down by 11.67% against incumbent Dave Paul (D). • Legislative District 44: Mark Harmsworth (R) has 46.42% and is challenging incumbent Brandy Donaughy (D) who has 53.47% Again, this is a seat that House Republicans are thinking that they can turn around and pick up in the general election. The key to achieving the desired balance in the legislature in November is to get the vote out. AGC’s

Comments sought for L&I wage-posting policy draftL&I is accepting comments on its draft administrative policy for the Equal Pay and Opportunities Act. This Act
includes the requirement to provide salary and benefits information in job-opening postings. The draft policy includes new details about how the new "wage-posting" law is intended to work. For example, with regard to questions about an out-of-state employer hiring for a position in-state, or on out-of-state position being hired by an in-state employer, the draft policy says all are covered by the law. An out-of-state employer would have to provide salary and benefit information for positions in Washington, and Washington employers would have to provide the information for any out-of-state position. New Sumas Elementary to open for first day of school( Whatcom News) Officials with Lynden-based Faber Construction have announced that the Sumas Elementary School project has been completed and it is ready to greet students on the first day of the 2022-2023 school year. The project began September 30, 2020, and required 75,000 man-hours of work and approximately 1,800 cubic yards of concrete to complete. “This project is special to us because the Faber family and many of Faber Construction’s employees, including the project superintendent, grew up in Sumas and many graduated from the Nooksack Valley School District,” said Faber Construction president Ben Faber. Labor mandates tied to federal tax incentives(AGC of America ) On August 7, the U.S. Senate passed along party lines the AGC-opposed Inflation Reduction Act of 2022 (IRA) which, for the first time, ties prevailing-wage and registered-apprenticeship requirements as a condition for receiving tax incentives spurring the construction of clean-energy projects and energy efficient commercial buildings (179D). To help provide some insight on these new requirements and tax incentives, AGC of America put forth an initial analysis found here. The IRA is expected to pass the U.S. House of
Representatives on August 12 with the president signing it into law shortly thereafter. AGC will provide more detailed analysis of this bill soon.

New prevailing-wage rates announced L&I’s Prevailing-Wage Program published updated wage rates on Monday, August 1. The new wage rates become effective on August 31. You may look up or print
prevailing-wage rates for journey-level or apprentice workers by visiting this web page. (To view the new rates,

Best practices for managing supply-chain challenges( Construction Business Owner) Supply-chain challenges are at levels not seen in decades. The latest issue of the Civil Quarterly reveals a steep increase in civil contractors whose projects have been impacted by the fluctuations in construction materials, from 43% in Q3 2020 to 94% In Q1 2022. There is no sign of this issue abating, either, with 90% expecting cost increases in materials in the next six months. In the current study, 71% report moderate to severe delays in getting materials/equipment for their projects, which is causing problems in completing projects on schedule. In addition to schedules, over 60% say they are paying price premiums to procure materials and experiencing decreased profit margins, and over one-third say that they have lost money on
projects. Clearly these impacts are limiting the kind of projects contractors are willing to take, driving up costs of construction and extending the time it takes for them to complete the projects they have. Read more…
